Description

The complaint alleged the Grays Harbor Democratic Central Committee violated (1) RCW 42.17A.235 by failing to timely and accurately file Monetary Contribution (C-3) reports and Summary Full Campaign Contribution and Expenditure (C-4) reports disclosing contributions and expenditures, (2) RCW 42.17A.405 by failing to return over limit contributions within 10 days of receipt, (3) RCW 42.17A.240 by failing to properly maintain a list of contributors and (4) RCW 42.17A.245 by failing to electronically file in 2016 and 2017.

The Committee completed a Statement of Understanding (SOU), paid a $900 civil penalty in accordance with WAC 390-37-143 (Brief Enforcement Penalty Schedule), acknowledging violations of RCW 42.17A.245, RCW 42.17A.220(4), 42.17A.235 and .240 in accordance with the Penalty Schedule adopted by the Commission for Brief Enforcement Hearings set forth in WAC 390-37-143.The $900 penalty assessed in this matter resolves the allegations listed in the complaint.

Based on the findings, the SOU, and the fact the Committee has timely filed its 2020 reports, staff has determined that, in this instance, this matter does not warrant further investigation. The PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
