What does it mean to participate in an election?
Answer

"Participate” means that an entity contributes to a campaign, makes an independent expenditure in support or opposition to a candidate, or endorses or makes a recommendation on a candidate before a division or branch of that entity contributes to the candidate or candidate’s opponent. For more detail, please review RCW 42.17A.005(38).  

Candidates and committees participating in Washington elections should ensure that they follow the correct contribution and expenditure (C-3 and C-4) reporting schedule, which is determined by election participation.

If your full-filing committee participates in a special, primary and/or general election, you will be required to file the mandatory 21-day and 7-day pre-election and post-election reports regardless of campaign activity. Mini-filing committees are not required to file these reports. See the Key Reporting Dates section on the PDC’s website.
