After conducting a preliminary review and assessment of complaints filed by Heather Tanner, Bryan Taylor and Jack Sorenson concerning alleged violations of RCW 42.17A.205, .235, .240, .320, .255, .260, and .305 for failing to register, timely and accurately disclose contributions, expenditures, and independent expenditures, and include sponsor identification on political advertising, PDC staff opened a formal investigation and held an initial hearing (also referred to as a case status review) on December 17, 2021, pursuant to RCW 42.17A.755, and WACs 390-37-060 and 390-37-071. The staff investigation determined Washington Citizens for Liberty did not sponsor the postcard, “Not your Mama's PTA." Staff was unable to determine who sponsored the separate flyer. Staff found no evidence Washington Citizens for Liberty sponsored independent expenditures or electioneering communications. Staff determined Washington Citizens for Liberty solicited contributions for the potential recall of Central Valley School District board members. After working with staff, Ron Linebarger registered a political committee and reported the contributions received. Staff issued a written Warning for registering and reporting this information late.
