Description

The Public Disclosure Commission (PDC) completed its review of the complaints filed by Conner Edwards on March 31, 2025, and May 20, 2025. The complaints alleged violations of RCW 42.17A.235 and .240 for failure to timely and accurately disclose contributions and expenditures on C-3 and C-4 reports during calendar years 2021, 2022, 2023, 2024 and 2025.

The Committee has no prior enforcement matters with the Commission. Staff found no evidence that the untimeliness or inaccuracy was intentional or otherwise meant to conceal campaign activity from the public.

The Committee completed a Statement of Understanding (SOU) and paid a $300 civil penalty in accordance with WAC 390-37-143 (Brief Enforcement Penalty Schedule), acknowledging violations of RCW 42.17A.235 and RCW 42.17A.240 by failing to timely and accurately file four C-3 reports and six C-4 reports during calendar years 2022, 2023, 2024 and 2025. The $300 penalty assessed resolves the allegations listed in this case.

The complaints included allegations regarding late C-3 and C-4 reports disclosing activity for calendar year 2021 that are beyond the statute of limitations for enforcement action per RCW 42.17A.770.

Any allegations regarding reporting by the Committee for calendar years 2023 and 2024 that are not otherwise addressed are hereby dismissed.

Based on this information, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1).
