The Public Disclosure Commission (PDC) completed its review of a complaint filed with the PDC.

RCW 42.17A.235 describes the required filing deadlines for disclosure of campaign finance activities including monetary contributions.
RCW 42.17A.240 requires committees file accurate campaign finance reports with the Public Disclosure Commission.

Background and Findings
A registration for the Committee Ward/District Federal Way IV (Antecedent III) Sponsored by Clifford Greene (WDFW IV) (Committee) was first filed with the PDC on March 11, 2024, then updated July 15, 2025 and also August 16, 2025.
Between March 2024 and July 2025, the Committee reported $500.61 in contributions and $401.61 in expenditures.
In response to the complaint, Greene updated C-4 reports, adding expenditure detail in the notes section.
Greene also stated “This local Citizens Initiative failed to be forwarded to Federal Way City Hall and the General Election ballot because of the lack of sufficient signatures, so there is no longer any need to raise or expend funds on it.”

Summary and Resolution
Having reviewed the complaint and the supporting evidence, PDC staff has determined the Committees appears to have violated RCW 42.17A. After consideration of all the circumstances, further proceedings would not serve the purposes of the Fair Campaign Practices Act. Under WAC 390-37-070, the executive director, at any time prior to consideration by the Commission, may dismiss a complaint which on its face, or as shown by investigation, provides reason to believe that a violation has occurred, but also shows that the respondent is in substantial compliance with the relevant statutes or rules, or shows that formal enforcement action is not warranted.

Based on this, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1) and WAC 390-37-060(1)(d). PDC staff is reminding the Committee about the importance of timely reporting expenditure detail. The Committee is expected to comply with PDC statutes and rules in the future.
