Instead of the 21 and 7-day pre-primary reports, the Committee filed C-4s monthly, filing a C-4 covering July 2025 on August 15, 2025. The C-4 report filed August 15, 2025, listed $7,625 in expenditures, with $1,625 made during the 21-day pre-primary reporting period and $6,000 made during the 7-day pre-primary reporting period. These were required to be reported July 15 and 29, respectively.
American Federation of Teachers PAC on Political Education has now completed an additional Statement of Understanding (SOU) and paid a $300 civil penalty in accordance with WAC 390-37-143 (Brief Enforcement Penalty Schedule), acknowledging violations of RCW 42.17A.235 and RCW 42.17A.240 for failing to timely file the 7-Day and 21-Day Pre-Primary Election C-4 reports during the 2025 election campaign. The $300 penalty assessed resolves the allegations listed in this case.
Based on this information, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1).
