City of Shoreline: Alleged violation of RCW 42.17A.555 by using public agency/office facilities to promote a ballot proposition. (EY '21; Apr '21)
The complaint alleged City of Shoreline officials violated RCW 42.17A.555 by using public office or agency facilities to promote a ballot proposition, specifically Proposition 1, a City of Shoreline-initiated bond measure for park improvements and land acquisition.
PDC staff reviewed the allegations, the materials you provided, the materials and response provided by City of Shoreline Attorney Margaret King and the applicable statutes and rules, to determine whether the record supports a finding of one or more violations.
In its review of the complaint and response, PDF staff found the publication provided in the complaint was an objective and fair presentation of facts and there is no evidence of a misuse of public office or agency facilities to promote or oppose the ballot proposition.
Based on these findings, staff has determined, in this instance, the alleged violation of RCW 42.17A.555 by using public office or agency facilities to promote a ballot proposition does not amount to a violation warranting further investigation.
Based on this information, the PDC finds no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
