Complainant

Description

On February 16, 2023, the Public Disclosure Commission (PDC) staff received a complaint alleging that Jon Martin, the incumbent mayor of City of Ocean Shores, may have violated RCW 42.17A.700 and .710 by failing to timely and accurately disclose income on the Personal Financial Affairs Statement (F-1) reports for years 2020 – 2022, as required by the statutory scheme.

Staff’s review found that Mayor Martin failed to report income on his prior F-1 reports as well. Specifically, F-1 reports for 2017 and 2018. In addition to reporting income from Hanner Enterprises, Mayor Martin was required to report income received as a sitting city council member for the City of Ocean Shores in 2017 and 2018.

Pursuant to WAC 390-37-060(1)(d), staff issued a formal written warning to Mayor Martin for violating the statutory requirements in RCW 42.17A.700 and .710. In the Warning letter, Mayor Martin was informed the Commission will consider the formal written warning issued by staff in deciding on further Commission action if there are future violations of PDC laws and rules.
