Semi Bird, Misipati: Alleged Violation of RCW 42.17A.235 & .240 for failure to timely & accurately disclose in-kind contributions/expenditures related to May 10, 2023 fundraising event (June 23; EY 23)

Case

#138400

Respondent

Misipati Semi Bird

Complainant

Joseph Gilmour

Description

On June 2, 2023, the Public Disclosure Commission (PDC) staff received a complaint alleging that Misipati Semi Bird, a candidate for Governor in the State of Washington in 2024, may have violated RCW 42.17A.235 and .240 by failing to timely and accurately file Cash Receipts Monetary Contributions (C-3) and the Summary, Full Campaign Contribution and Expenditure (C-4) reports disclosing contributions received and expenditures undertaken by the his campaign.

While staff’s review found that Semi Bird failed to timely file statutory C-3 and C-4 reports, the failure to file the required contribution and expenditure reports was not a violation that warranted further investigation.

However, pursuant to WAC 390-37-060(1)(d), staff issued a formal written warning to Semi Bird for violating the statutory requirements in RCW 42.17A.235 and .240. In the Warning letter, Mr. Semi Bird was informed the Commission would consider the formal written warning issued by staff in deciding on further Commission action if there are future violations of PDC laws and rules.
