Description

On February 26, 2024, the Public Disclosure Commission (PDC) received a complaint alleging that Woodland Citizens for Schools (Respondent), may have violated RCW 42.17A.235 and .240 by failing to timely and accurately file contribution and expenditure reports, including the failure to properly report the purpose of expenditures, as required by WAC 390-16-037 and WAC 390-16-205. 

PDC staff reviewed the allegations/complaint and found that there were expenditures made by the Committee either to a vendor or an individual for which a more detailed explanation or description should have been provided. Staff also noted that there were some reports that were reported late by the respondent. However, these deficiencies were mitigated by the fact that the respondent did not have any prior violations.  

Based on these findings, staff determined that the deficiencies found based on the review of the complaint did not warrant further investigation. However, pursuant to WAC 390-37-060(1)(d), staff issued a formal written warning to the respondent concerning its failure to timely/accurately disclose contribution and expenditure reports and properly breakdown/fully describe the purpose of expenditures on C-4 reports in the 2024 election years.  

Accordingly, the PDC dismissed this matter in accordance with RCW 42.17A.755(1).
