Description

The complaint alleged that Misipati Semi Bird may have violated RCW 42.17A.205 by failing to timely file a Candidate Registration. Specifically, the complaint alleged Bird purchased a domain name on October 11, 2022, and therefore was required to file with the PDC within 14 days. 

Any violation of RCW 42.17A.205 that may have occurred was minor and has been cured. After consideration of all the circumstances, further proceedings would not serve the purposes of this chapter. Under WAC 390-37-060, the executive director, at any time prior to consideration by the commission, may dismiss a complaint which on its face, or as shown by investigation, provides reason to believe that a violation has occurred, but also shows that the respondent is in substantial compliance with the relevant statutes or rules, or shows that formal enforcement action is not warranted. The PDC finds that no further action is warranted and has dismissed the allegation of failure to timely register with the PDC in accordance with RCW 42.17A.755(1).

Regarding the allegation in case 155941 that Semi Bird violated RCW 42.17A.320 for failure to provide party preference and sponsor identification on political advertising for election year 2024, Bird was assessed a total civil penalty of $600, of which $500 was suspended, in accordance with WAC 390-37-143.
