Discloses candidates or political committees that are expected to receive the incidental committee's contributions, candidates or ballot measures that the incidental committee plans to support or oppose, related or affiliated committees, and the committee's officers or responsible leaders. Must register within two weeks after the committee meets both of these triggers: the committee has the expectation of making contributions or expenditures to election campaign(s) totaling at least $35,000 in a calendar year, and has received a payment of $15,000 or more in the same calendar year.

Note: A written loan agreement must be executed for each loan that the committee accepts. Agreements are kept with the campaign records and not submitted to the PDC, unless requested. See PDC Interpretation 14-01 for a sample agreement.

Seek the Commission's permission to modify or suspend a portion of the personal financial disclosure requirements. The Commission considers new requests during its regular meetings and the applicant is encouraged to attend the meeting. A modification may be granted for a single reporting period and must be requested again if needed in subsequent reporting periods. RCW 42.17A.120*

Lobbyists must register before doing any lobbying or within thirty days of being employed to lobby, whichever occurs first. Amendments to registrations must be filed within one week of the change that prompts the amendment. Registrations expire at the start of every odd-numbered year, unless the lobbyist or employer terminates before then.

At the end of a calendar quarter during which an agency's in-person lobbying activities exceeds 4 days or parts of 4 days. File no later than the last day of the following month. An agency that contracts for lobbying services must file the quarterly report.
Reports contributions to and expenditures made in support of a program addressed to the public, a substantial portion of which is intended, designed, or calculated primarily to influence state legislation. RCW 42.17A.640*
Within 24 hours of the initial presentation to the public when that occurs during the period beginning 30 days before the regular legislative session through the end of that session, or during any special session, or within five days of initial presentation at any other time of year, with aggregate spending exceeding $1,500 in a single month or $3,000 in any three-month period.
